Mullein Drops: What 10:1 Means, and What It Leaves Out

Pick up any mullein dropper bottle and the front will carry a ratio: 4:1, 10:1, sometimes 20:1. It reads like a strength, the way a milligram figure on a capsule reads like a strength. It is not one, and the document that explains why is published by the same regulator that wrote the only monograph mullein has.
This page is about how to read that label. Mullein is the worked example; the reading applies to every tincture on the shelf.
First, the form itself is undocumented
The European Union herbal monograph on mullein was adopted on 27 March 2018. It is the only official assessment of this plant anywhere, and it is narrow in a way that matters here.
Under herbal preparations it lists exactly one thing:
Comminuted herbal substance.
Under pharmaceutical form:
Herbal substance or comminuted herbal substance as herbal tea for oral use.
Comminuted means cut or crushed. So the monograph covers dried flower, chopped, brewed as tea. We searched the full document for extract, tincture, liquid and drops. Each appears zero times.
That is worth sitting with. The fastest-growing way to buy mullein is the one form the only regulatory document does not describe, does not dose, and does not assess. The published dose — 1.5 to 2 g in 150 ml of boiling water, three to four times daily — is a tea dose. It does not convert into drops, and nobody has published a conversion. What the ratio actually says
A drug extract ratio, DER, is an input-to-output relationship. The EU guideline defines it as the ratio between the quantity of herbal substance used in manufacture and the quantity of preparation obtained: the number before the colon is the herb, the number after it is what came out.
So 10:1 means ten parts of dried plant went in for every one part of preparation that came out.
Notice what that does not tell you:
- not how much of any active constituent is in the bottle
- not whether the constituent you care about was soluble in the solvent used
- not how the finished liquid compares to a different manufacturer’s 10:1
A ratio is a manufacturing fact. It is evidence that concentration happened. It is not a measurement of what was concentrated.
The three things that have to travel together
This is the part that turns a vague suspicion into a checkable rule. The EU’s declaration guideline says, in its own words:
The complex composition of herbal substances/preparations, which is essentially determined by various factors like the production process, the extraction solvent, the genuine drug extract ratio (DER genuine), and the type/physical state of the herbal substances/preparations, needs to be stated to guarantee identification and facilitate comparison of herbal substances/preparations.
And when it lists what a declaration should contain:
The declaration of a herbal preparation should cover the name of the herbal substance and the definition of the herbal preparation including the physical state, ratio of herbal substance to genuine herbal preparation (DER genuine, also named native DER), and extraction solvent(s) if appropriate.
Three elements, stated together, and the stated purpose is to facilitate comparison. A label that prints the ratio and withholds the solvent has given you one of three and made comparison impossible — which is the opposite of what the number appears to be doing.
The word “genuine” is doing real work
Look again at the phrasing: ratio of herbal substance to genuine herbal preparation (DER genuine, also named native DER).
Genuine, in this context, means the preparation without excipients. The native extract, before anyone adds the glycerin, the water, the carrier.
That distinction is where a ratio can quietly become flattering. A native 10:1 extract, then diluted into a dropper bottle, is a very different proposition from a bottle whose 10:1 is quoted against the finished liquid. Both can be printed as “10:1”. Only one of them is the number the EU guideline is asking for.
If a label says DER genuine or native DER, somebody has thought about this. If it says “10:1” alone, you cannot tell which of the two you are holding.
What to do with this
None of the above means tinctures are a scam. Liquid extracts are convenient, they avoid the straining problem that ruins home-brewed mullein tea, and plenty of careful manufacturers make them. The point is narrower: the number on the front is not the evidence you thought it was, so look for the evidence somewhere else.
In practice, three questions, in order of how much they tell you:
- What is the extraction solvent? Without it the ratio cannot be interpreted. A company that tests will answer immediately.
- Is the ratio native or finished? Ask whether the DER is genuine. Most will not know, which is itself informative.
- Can I see the certificate of analysis for this lot? This is the only one that checks what was actually made rather than what was intended. A company that runs third-party testing will send it. A company that does not will change the subject.
That third question is the one worth asking of any brand, including the ones we link. A claim of third-party testing is a claim, and the lot certificate is the thing that settles it.
The honest summary
The ratio on a mullein dropper tells you that concentration happened, and nothing more. The EU’s own rules say the ratio only becomes interpretable alongside the solvent and the physical state, and that the ratio worth quoting is the native one. And the form itself sits outside the single monograph that exists for this plant, whose dose is for dried flower brewed as tea.
If you want the version with a published dose, brew the flower. If you want the dropper, buy it for the convenience — and judge the company on the certificate it will or will not send you, not on a number that was never a strength.

Because the ratio alone does not pin down the product. If a label gives you the ratio and withholds the solvent, you have been handed one of the inputs and cannot reconstruct the rest. Two honest manufacturers can produce genuinely different liquids under the same printed ratio.
What is native or genuine DER?
The EU calls it the ratio of herbal substance to genuine herbal preparation, also named native DER, and the point of the word genuine is that it refers to the preparation without excipients. If a bottle is mostly glycerin or water and the ratio is quoted against the finished liquid rather than the native extract, it is a different and more flattering number. A label that says DER genuine is telling you something precise. A bare ratio is not.
Does the EU monograph cover mullein drops?
No. The monograph on Verbascum flos, adopted in March 2018, lists its herbal preparations as comminuted herbal substance, and its pharmaceutical form as herbal substance or comminuted herbal substance as herbal tea for oral use. The dose it publishes, 1.5 to 2 g in 150 ml of boiling water three to four times daily, is a tea dose and does not transfer to a dropper.
How do you take mullein drops then?
By following the manufacturer's label, because there is no independent figure to follow. That is an unsatisfying answer and it is the accurate one: the only published dose is for the flower as a tea, and no regulator has assessed a dropper. If you want a preparation with a document behind it, buy dried flower and brew it. If you want the convenience of drops, you are relying on the company's own dosing, which is a reasonable thing to do as long as you know that is what you are doing.
What should a good tincture label show?
Three things, from the EU's own declaration rules: the physical state of the preparation, the ratio of herbal substance to genuine herbal preparation, and the extraction solvent. A fourth is worth asking for separately — a certificate of analysis for your lot, which is the only way to check that what is described was what was made. Most supplement labels show the first number and stop.
Are mullein drops safe?
Nothing in the literature flags mullein as hazardous in ordinary use, and the EU monograph lists only hypersensitivity as a contraindication, with use under 12 not recommended for lack of data. The practical cautions with any dropper are the things around the herb rather than the herb: the carrier, whether there is alcohol in it, and interactions with prescription medication. Because no trials exist, there is no trial-grade safety table for any mullein preparation, which is worth knowing in both directions.
